Sissili: The special delegation of the municipality of Leo convened its second ordinary session of the year at the town hall conference room on June 29 and 30, 2026. Under the leadership of Kassoum Koalaga, President of the Special Delegation (PDS), members examined and adopted twelve significant agenda items, introducing reforms in local taxation, road safety, and financial accountability.
According to Burkina Information Agency, the initial day involved amending and approving the minutes of the previous session, followed by the endorsement of two resolutions for accounting adjustments. These included a correction of the administrative accounts for the 2024 fiscal year and an amendment to the 2025 fiscal year's budget. The local assembly aimed to enhance development partnerships and grassroots involvement, authorizing an agreement with the Ngourdam Pro-ARIDES project and establishing a commission to organize accountability days.
Revenue optimization and public discipline were addressed through the introduction of various municipal fines and a stamp duty on certain administrative acts. The second day focused on enhancing sector-specific taxes and public contracts. A resolution permitted a direct agreement contract for expedited well drilling. Local taxation was expanded by increasing the tax on stray animals, introducing a tax on processions, and implementing a financial contribution on poultry sales.
Kassoum Koalaga expressed satisfaction with the session's outcomes and the progress of municipal projects. He emphasized the importance of adhering to strict administrative procedures for using municipal funds and highlighted the significance of rigorous project monitoring. Justifying stricter regulations on stray animals, Koalaga pointed to national reforestation efforts threatened by these animals, necessitating increased fines.
The PDS also addressed the taxation of the poultry sector, introducing a 50 CFA franc tax per bird to organize and benefit from this promising local industry. On public safety, Koalaga noted growing incivility during events, prompting resolutions to regulate processions for enhanced road safety.
The municipal women's coordinator, Comrade Latifatou Nebie/Nignan, praised the discussions' relevance to municipal development. She stressed the importance of shared governance responsibility and urged citizens to participate actively in accountability days and tax compliance to support the delegation's initiatives.
