Ouagadougou: The Regional Development Framework (CRD) of the Kouls region conducted its second ordinary session of the year in Kaya, focusing on the mid-term review of the Regional Development Action Plan (PARD). The review reported a physical implementation rate of 22.90% and a financial implementation rate of 23.09% as of June 30, 2026.

According to Burkina Information Agency, the Secretary General of the Kouls region, Bernadette Adenyo/Serm, representing the Governor, stated that the review aimed to evaluate and approve the 2026 mid-term regional performance report concerning the PARD's implementation. The review also sought to assess the first half of the year's progress, analyze encountered difficulties, and propose corrective measures.

The results presented showed that 31 out of the 135 planned projects were completed, achieving a physical execution rate of 22.90%. Financially, 6.281 billion FCFA was committed, against a forecast of 27.2 billion FCFA, resulting in an execution rate of 23.09%.

The updated PARD indicates a financing need of 49.903 billion FCFA, which constitutes 91.21% of the overall cost planned for the period 2026-2027.

The Secretary-General acknowledged that these performances, although below expectations, demonstrate the efforts made by stakeholders under challenging conditions marked by security issues, diminished partner support, and budgetary limitations.

Adenyo/Serm praised the dedication of technical services, local authorities, and partners, urging them to maintain their efforts with determination and innovation to expedite the execution of programmed actions and enhance the quality of public services available to the population.
