Ouagadougou: The special delegation of the commune of Bissiga, in the province of Boulgou, held its first extraordinary session of the year under the chairmanship of Comrade Binjamin Zalv, President of the Special Delegation (PDS). The session took place on Wednesday, August 12, 2026, with a focus on enhancing local governance and human resources.
According to Burkina Information Agency, Comrade S¨guinman¨gba Sawadogo, Secretary General of the commune, confirmed the quorum, allowing participants to proceed with the session's agenda. The minutes of the previous session were examined and adopted. During the proceedings, two major resolutions were unanimously adopted by the members.
The first resolution involves an agreement with the Agency for Support to the Development of Local Authorities (ADCT) aimed at strengthening the human resource capacities of local authorities. The second resolution authorizes the opening of a professional competition for recruiting a financial services assistant. This assistant will be trained at the National School of Administration and Magistracy (ENAM) in the session of 2026.
In compliance with Law No. 003-2017/AN of January 13, 2017, concerning the territorial civil service status, the special delegation's approval is necessary for initiating the competitive examination. The ADCT will cover the training costs, while the municipality will bear the annual financial impact post-training.
During miscellaneous business, Comrade Abdoulaye Serm, head of the Health and Social Promotion Center (CSPS), reported on the ongoing campaign to eliminate mosquito breeding sites. He acknowledged community support and urged increased participation in future initiatives.
The PDS encouraged the population to engage in activities of common interest and enhance their commitment to the commune's development. According to the municipal authorities, this extraordinary session demonstrates their dedication to transparent governance and the development of quality human resources.
