Ioba/koper: The special delegation of the municipality of Koper has adopted its second provisional budget for 2026, set at 26,402,591 CFA francs in revenue and 21,620,434 CFA francs in expenditure, following its second ordinary session of the year.
According to Burkina Information Agency, the session held on September 10 and 11, 2026, in the town hall meeting room, was chaired by Zakaria Dao, President of the Special Delegation (PDS) of Koper. The budget, adopted unanimously, includes 13,138,614 CFA francs collected as revenue, while expenditures amount to 21,620,434 CFA francs. The municipal accountant presented the administrative and management account, noting that the budget was closed on July 31, 2026, in comparison with operations carried out and budgetary authorizations.
Discussions during the session emphasized the collection of certain taxes, including those related to gun ownership, which are collected by the tax office in Dano before being transferred to the municipality's account. Additionally, the special delegation members unanimously adopted the draft texts relating to the Local Grouping for Cross-Border Cooperation (GLCT) 'Man-Tchara'. Firmin Millogo, the national technical advisor for the African Union/GIZ Border Programme from Gaoua, explained the objectives and challenges of the grouping.
PDS Zakaria Dao and first vice-president Nikpinhoura Cbastien Dabir were designated to represent Koper within the GLCT Man-Tchara, which includes five Burkinabe communes and Ghanaian municipalities and district assemblies. The group's headquarters are planned for Dissihn, Burkina Faso.
The session also resulted in the adoption of a resolution approving the construction of a kitchen within the new health and social promotion center (CSPS) in Bn, by the Decentralized Cooperation Investment Fund (FICOD), with unanimous support from the 15 members present.
The Economic and Financial Affairs Committee of the municipality proposed several strategies to improve revenues. Water and Forestry Inspector Mahamoudou Dabar pledged to assist the municipal administrator in collecting taxes from owners of roadside bars and tricycles in Bn. The delegates also reviewed and adopted the minutes of the first ordinary session held in April 2026 after making some amendments.
Furthermore, the Secretary General, Nazirou Anaroua, presented the parameters considered in preparing the municipal budget, which is based on the socio-economic and political situation, along with implementation strategies for effectively realizing the budget. Some initiatives from the first session are ongoing, but adjustments to revenue and expenditure items will be made to reflect current circumstances.
Regarding professional competitions, the municipality registered two applications from its agents, following a government circular inviting special delegations to authorize their agents to participate in competitions opened by the State.
In other matters, first vice-president Jean-Claude Dabir reported on clandestine gold mining near the Mouhoun River in Zoner and suggested broadcasting town hall announcements on Manivelle radio in Dano. The Head of the Basic Education District (CCEB) of Koper, Jean-Marie Kambou, updated the delegation on scholarship applications for students and the opening of a new early childhood education center in Bn.
At the session's opening, PDS Dao commended the members' participation and urged them to focus on the ten agenda items. Before closing the proceedings, he reminded everyone about the availability of SONAGES' corn stock at the town hall store and expressed gratitude for the quality of discussions, wishing participants a safe journey home.
