Kouls Region Embraces New Agrarian and Land Reorganization Law

Kaya:Regional stakeholders in Kouls convened on Thursday to discuss the main features of Law No. 15-2025/ALT, enacted on October 21, 2025, which focuses on agrarian and land reorganization (RAF). This gathering aimed to disseminate information about the new legal framework.

According to Burkina Information Agency, interim governor Bernadette Adenyo/Serm emphasized the importance of adopting this reform to align with the authorities' vision. The initiative seeks to ensure rational land management and mitigate agrarian and land conflicts.

Wendpanga Tlesphore Mar, Director of Spatial Studies and Land Planning, outlined that the new RAF establishes the State as the sole landowner, though it allows individuals and organizations to secure land rights through legal lease formalization. He noted that the law is not retroactive.

The workshop aimed to enhance understanding of the new Land Use Regulation, which is now the authoritative text for land management. It is expected to aid stakeholders in law enforcement and help prevent land disputes.

The Project to Support the Strengthening of Land Management in Burkina Faso (PARGFM) provided technical and financial assistance for the workshop. This project supported various stages of the new RAF's development, including drafting, committee work, validation, and outreach activities.
