Burkina Faso Ministry Achieves 91.50% Implementation Rate in 2025 Objectives Contract

Ouagadougou: Minister of Public Service, Mathias Traore, presented a satisfactory report on his 2025 objectives contract in Ouagadougou on Monday, with an overall achievement rate of 91.50%.

According to Burkina Information Agency, of the 36 planned projects, the department has fully implemented 29, while the others show varying levels of progress, including five with an execution rate between 60% and 90%.

Among the major achievements, Minister Mathias Traore highlighted the successful organization of the civil service entrance exams. A total of 174 professional exams and 256 direct entry exams were held, and the results were announced before October 1, 2025. This speed, he said, allowed the various state vocational training schools to carry out their academic programs without interruption.

The ministry has made settling outstanding social security debts a priority, stated Mathias Traore, which has resulted in processing promotion applications for over 35,000 active civil servants and approximately 2,700 retirees. To date, the situation for retirees is almost entirely resolved, with only 156 cases remaining.

The year 2025 was also marked by a reform aimed at decentralizing career management decisions to the Ministry of Public Service. From now on, the ministry's regional directors are authorized to sign orders for promotions, tenure, as well as documents granting salary increases or awarding decorations.

For the minister, this commitment to bringing the administration closer to the public was also demonstrated by the establishment of the Autonomous Pension Fund for Civil Servants (CARFO) in the cities of Kaya, Ziniare, Banfora, and Manga. On the legislative front, the minister welcomed the adoption by the Council of Ministers of the draft new Labor Code, which has already been submitted to the Transitional Legislative Assembly (ALT) for its forthcoming adoption.

Addressing the only area where the implementation rate appeared critical during the evaluation-namely, benefits related to the Universal Health Insurance Scheme (RAMU)-Mathias Traore sought to reassure the public. He clarified that the delay was purely technical, as the official launch of the services took place on Sunday, February 1, 2025, making the service 100% operational at present.

The minister congratulated all his staff for their constant commitment and expressed his thanks to the Prime Minister for his continued support in carrying out these missions in service to the people of Burkina Faso.
