Koulse Regional Consultation Framework Addresses Justice Accessibility Challenges

Kaya: The difficulties of access to justice for the population were at the center of the first ordinary session of 2026 of the regional consultation framework (CCR) of Koulse, held Thursday in Kaya under the chairmanship of the Secretary General of the region, Bernadette Adenyo/Serme.

According to Burkina Information Agency, the prosecutor of Faso at the High Court of Kaya, Hate Yves Mane, identified the main obstacles as the remoteness of the courts, a lack of staff and resources, the cost and slowness of procedures, and difficulties in enforcing judicial decisions.

To improve the situation, several measures are underway, including the construction of courts, recruitment of staff, organization of mobile court hearings, digitization of certain legal documents, streamlining of caseloads, and the implementation of alternative dispute resolution mechanisms such as the Faso Bu-kaoore law. Legal aid through the National Social Assistance and Solidarity Fund (FASSN) is also being considered.

The session, organized with financial support from the Citizenship Laboratory, also presented the mapping of regional actors. Moussa Sawadogo, the regional director of studies and planning for Koulse, reported that 1,077 stakeholders have been identified, comprising 58.87% cooperatives, 38.35% associations, and 2.41% NGOs. A total of 66 projects have been identified, representing an estimated mobilization of 148.09 billion FCFA by 2028.

Participants also examined community conflict issues. The regional director of human rights and the promotion of citizenship and peace in Koulse, Bayoulou Zakaria, discussed the situation recorded in 2025, emphasizing the importance of the 2026-2028 action plan of the regional observatory for the prevention and management of community conflicts (ORPREGECC).

The NGO Laboratoire Citoyennete presented a satisfactory report on its project "Consolidating social ties, accountability and community security (SOLID¨R)."

The meeting concluded with recommendations aimed at strengthening social cohesion, peace, the coordination of interventions, and access for populations to essential services, including justice.
