Mouhoun/Douroula Municipal Committee of Post-Primary and Secondary School Councils: Ouattara Moussa Appointed President

Mouhoun: Maxime Bakouan, President of the Special Delegation (PDS) of the Douroula municipality, presided over the general assembly on Friday, April 3, 2026, dedicated to establishing the executive committee and observer members of the municipal committee for school councils of the municipality's post-primary and secondary schools. Ouattara Moussa was appointed president of the committee.

According to Burkina Information Agency, the establishment of this body is an initiative by the highest authorities to enhance the involvement of local stakeholders in addressing the challenges within the education system, aiming to improve the quality of teaching. Maxime Bakouan emphasized that the committee's creation is rooted in a participatory approach, aiming to involve the community in building an efficient educational system.

The PDS highlighted the interministerial decree no. 2025-162/MEBAPLN/MESFPT/MATM of October 30, 2025, which outlines the responsibilities, organization, and operation of these committees. After reviewing the texts, Bakouan stressed the provisions related to secondary education, noting that currently, only the committee of the Douroula departmental high school is operational, with other schools temporarily inactive.

There are three secondary schools in the commune of Douroula: the general education colleges of Bladi and Douroula, and the departmental high school of Douroula. The Douroula CEG is closed due to insufficient staff, and the Bladi CEG remains inactive due to the security situation.

Following discussions, the executive office of the municipal committee was established. Ouattara Moussa was elected president, with Bidini Robert Bazie as secretary general, Maminata Serepe as treasurer general, and Yacouba Soare as secretary in charge of organization, information, and social mobilization. Mamadou Soare is tasked with coordinating activities to improve education access and quality.

Observer members appointed include Togo Florentin Traore, Womaoue Auguste Val¨re Bicaba, Yacouba Kote, and Bakary Deme. PDS Bakouan expressed appreciation for the participants' mobilization and encouraged sustained commitment to ensure the proper functioning of the structure, crucial for the development and prominence of the local education system.
