In his opening statement, Prime Minister Rimtalba Jean Emmanuel Ouedraogo recognized the relevance of holding these conferences, as they allow all citizens to participate and be informed about the actions of the Government. "Building a sovereign, secure and prosperous Burkina Faso is not the sole responsibility of the Government. It is a collective endeavor," he stated.

Addressing the major concern of the moment, the head of the executive suggested that, thanks to the involvement of all Burkinabe, 74% of the territory is now under the control of the Defense and Security Forces (FDS) and the Volunteers for the Defense of the Homeland (VDP).

In support of this, a documentary film partially retraced the major achievements of the MPSR II in the security, economic, educational and social fields, among others. Concerns were raised by community leaders. These centered on the paving of the Ouahigouya-Tougan road, the rehabilitation of the RN2 Gourcy-Yako section, and the water supply to the city of Ouahigouya from the Guitti dam. These concerns enriched the discussions following the inauguration ceremony.
