The event, held on October 15, 2026, was chaired by Dmitrie Badolo, the prefect and president of the special delegation (PDS) of the commune.

According to Burkina Information Agency, the conference aimed to promote the values of an upright citizen and to mobilize participants around the guidelines of the Head of State, Comrade Captain Ibrahim Traor, as outlined in the manifesto of the Popular Progressive Revolution (RPP).

Omar Traor, representing the Presidency of Burkina Faso for the Guiriko region, described public servants as strategic actors in the revolutionary dynamic. He emphasized four cardinal requirements exemplary conduct, rigorous civic responsibility, a results-oriented and mission-driven administration, and the defense of local cohesion. Traor also conveyed a message of hope from the Head of State, urging patience, perseverance, and discouragement avoidance among the participants.

Emmanuel Oudraogo, PDS of the Satiri commune, addressed the resilience of public servants amid security crises. He noted that between 2022 and 2024, Padma and Satiri faced significant security challenges, but thanks to collaboration between the FDS, VDP, and the local population, villages have been resettled. Oudraogo stressed that patriotism should be embraced by all citizens, with public servants assuming their responsibilities, particularly in schools and health centers.

Dmitrie Badolo expressed gratitude to the speakers and highlighted the positive impact of the discussions. He reaffirmed Padma's commitment to civic responsibility and strong patriotic dedication, adhering to the vision set forth in the RPP manifesto.

During the conference, the village of Padma donated 200 liters of gasoline to local authorities as part of the "One Village, One Barrel of Gasoline" initiative. Badolo handed over the fuel to Comrade Bakary Millogo, commander of the Padma gendarmerie brigade, to support security patrols.
