Ouagadougou, More than 150 agents, including some from the Public Procurement Regulatory Authority, were trained in Ouagadougou by the consultant (SETYM) during ten weeks of intense activities, noted Thursday, the AIB.
The closing ceremony of the training took place this Thursday morning in Ouagadougou, under the chairmanship of the Chief of Staff of the Prime Minister, Mwin Nog-ti Luc Hien.
The training also concerned the general direction of the regulation of public markets and financial commitments, ministries and institutions, state companies, state public establishments and local authorities.
According to the chief of staff, “the continuous improvement of the public procurement system in relation to international standards is for the government a major performance indicator and a crucial factor of good governance”.
Mr. Hien returned to the recent news of failures, almost recurrent and especially unfortunate, in the execution of public order in Burkina Faso.
He considered that it is imperative that the causes of the failures are clearly identified and that the offending actors sanctioned, in accordance with the legislation.
In addition, he expressed all his satisfaction to ARCOP, for its initiatives aimed at the sound execution of public contracts in Burkina Faso.
The training took place under the theme: “The professionalization of actors, a pledge for the effectiveness, efficiency and performance of the public order system”.
For the permanent secretary of the Public Procurement Regulatory Authority, Tahirou Sanou, the international consultant adapted the content and course materials for the three certificates in management, control and regulation of public procurement.
“The second stage of the certification process consisted of the accreditation of 150 people in public procurement management, then 75 in public procurement control and 20 in public procurement regulation,” said Mr. Tahirou Sanou.
For the Resident Representative of the World Bank in Burkina Faso, Mbow Fam, strengthening the skills of actors in the chain of management, control and regulation of public contracts is a permanent quest.
She expressed the wish that all the posts of public procurement directors (DMP) and public procurement controllers (DCMEF) be occupied by professionals who have benefited from a certification.
