Sissili Province Focuses on Land Tenure Security to Strengthen Social Peace

Sissili: The High Commissioner of the Sissili Province, Tewende Isaac Sia, chaired the first extraordinary session of the 2026 Provincial Consultation Framework (CCP) in Leo, concentrating discussions on land governance issues. The meeting received technical support from the National Multi-Stakeholder Platform on Land (PMAF) and its partner, "Lands for Life."

According to Burkina Information Agency, the session emphasized the urgency of sound land management, gathering statutory members of the CCP, including the Secretary General of the province, Baowinsida Bingo, and the regional director of economy and planning of Nando, alongside a PMAF delegation. The agenda featured a presentation of the National Multi-Actor Platform on Land (PMAF) and an examination of land tenure security in Sissili.

High Commissioner Tewende Isaac Sia highlighted the importance of land issues for national stability, emphasizing that land governance is a key pillar of the Presidential Initiative. He noted that peace and social cohesion in Burkina Faso largely depend on resolving land issues. Mr. Sia urged citizens to obtain the Rural Land Possession Certificate (APFR), a prerequisite for accessing development partner support.

Mr. Sia also directed the Presidents of Special Delegations (PDS) to achieve "zero pending files" in town halls, clarifying that this effort aims for transparency rather than a "witch hunt." Despite Sissili's agricultural potential, the province faces numerous disputes, prompting PMAF's involvement to foster dialogue between state and private actors.

PMAF coordinator Blaise Bama emphasized the goal of ensuring food security through better legal protection of rights, stating that dialogue is essential for addressing complex land issues. He reiterated PMAF's commitment to supporting the province in maintaining these dialogue frameworks to protect landowners and operators.

Local authorities, however, highlighted structural challenges. Judith Diasso/Kanyala, President of the Special Delegation (PDS) of Boura, pointed to difficulties in municipal delimitation. She stressed that unresolved territorial disputes hinder sustainable solutions and called for the restoration of state authority over land management to enable effective conflict arbitration.

Participants concluded the session with recommendations to make local land commissions (CFLs) fully operational in all municipalities of the province.
