Kourittenga: A training and contingency plan development workshop for the municipality of Koupela was held from Monday, November 10 to Friday, November 14, 2025, in Koupela. This meeting was part of the implementation of the TEELTAABA project, an initiative of Welt Hunger Hilfe (WHH) Burkina and the Zood-Noma Association for Development (AZND), funded by the German government.
According to Burkina Information Agency, the overall objective of the workshop was to strengthen the resilience of populations through the development of local capacities in Disaster Risk Reduction (DRR) and the development of a municipal contingency plan. Participants, including local authorities, decentralized technical services of the State, community representatives, and civil society organizations, were equipped with the principles and mechanisms of risk and disaster management.
With technical support from the Permanent Secretariat of the National Council for Emergency Relief and Rehabilitation (SP-CONASUR), they identified the main risks to which the municipality of Koupela is exposed and defined local response capacities. The process of developing the contingency plan includes strengthening DRR skills, collecting and analyzing data, drafting the document, validating the document, and then finalizing it.
According to Bertrand Ouedraogo, the monitoring and evaluation manager of the NGO WHH Nakambe, this workshop is an essential step in preparing municipalities for emergency situations. The document outlines how actors should react to quickly manage a crisis and reduce its impact on the population.
Adidiatou/Doussa, Ouedraogo, an agent of SP-CONASUR, praised the commitment of WHH and its partners. She emphasized that disaster risk management is a shared responsibility between the state, local authorities, and citizens, and she invited the population to take ownership of the plan.
The workshop brought together traditional chiefs, religious leaders, women's and youth associations, security, and health services. This inclusive approach promotes better local ownership of the process and ensures effective implementation once the plan is adopted.
The representative of His Majesty Naaba Yemde, the Signoog Naaba, also praised the work, highlighting the importance of the document in helping communities better cope with disasters and reduce damage. The President of the special delegation of the commune of Koupela, Moumouni Sagnon, indicated that the plan is a strategic document vital for managing disasters and risks.
The commune of Koupela is one of the six communes benefiting from the TEELTAABA project in the province of Kouritenga.
