D©dougou: The High Commissioner of the Mouhoun province, Bassouleymane Ouattara, presided over the third session of the provincial consultation framework (CCP) in D©dougou. This session was dedicated to pooling the efforts of stakeholders around the main socio-economic challenges of the province.
According to Burkina Information Agency, the session was the third of its kind in 2026, bringing together actors from the province of Mouhoun on September 17. The CCP, established under the framework of full municipalization, holds three ordinary sessions annually, with provisions for extraordinary sessions as needed. This particular session saw the participation of the canton chiefs of D©dougou, Ouarkoye, and Safan©, along with representatives from the chiefdoms of Kona and Tcheriba.
Speaking on behalf of the customary leaders, the canton chief of Safan© emphasized the importance of their presence to enhance dialogue with the administration and other community stakeholders. He urged participants to prioritize social cohesion, discipline, solidarity, and understanding in their service to the people.
Arnaud Sama, representing the NGO Terre Des Hommes (TdH), a partner of the meeting, expressed hope that the discussions would yield relevant recommendations and concrete commitments. These are expected to enhance the coordination of interventions and produce sustainable results for the benefit of the communities.
High Commissioner Bassouleymane Ouattara reiterated that the CCP serves as a platform for dialogue, information sharing, and coordination among actors involved in decentralized rural development. He highlighted the framework's aim to promote synergy and harmonization of actions to maximize impact on local development and strengthen the capacities of the actors involved.
Several presentations during the session focused on topics such as the agricultural campaign in the province, the review of the 2025-2026 school year, prospects for the 2026-2027 school year, and the interventions of development projects and programs. A presentation by the Agency for the Promotion of Community Entrepreneurship (APEC) was also a significant highlight.
Bienvenu Demb©l©, regional delegate of SCOOP-CA APEC and chairman of the cooperative's board of directors, detailed the economic model of the presidential initiative and the mechanisms of popular shareholding. Since its launch on June 12, 2023, the initiative has mobilized approximately 20 billion FCFA from subscribers over three years, funding several industrial projects, including tomato processing units and a mining operation.
The provincial coordinator, Bougoum Jean Baptiste, encouraged greater participation in the initiative to foster community entrepreneurship. Ongoing subscriptions for lot 1 have membership fees set at 5,000 FCFA and a share price of 10,000 FCFA.
Discussions underscored the necessity of maintaining regular dialogue among the administration, communities, customary authorities, partners, and other stakeholders to better coordinate interventions and address the population's needs more coherently.
In his closing remarks, the High Commissioner praised the mobilization of participants and the support of technical and financial partners. He called for continued collective efforts to foster the development and well-being of the people of Mouhoun.
