Members of the Special Regional Delegation (DSR) of the North held their 3rd ordinary session of the year on Thursday, September 21, 2023 in Ouahigouya, to approve the 3rd Regional Development Plan 2024-2028. The meeting was under the presidency of the governor of the Northern region, Raymond David Valentin Ouédraogo, also president of the said special delegation.
It is an ordinary session for the year 2023 which is being held in a context marked by the start of the school year and the end of the seasonal season which gave members the opportunity to discuss the deep aspirations of the populations.
The president of the Special Regional Delegation (DSR) and governor of the Northern region, Raymond David Valentin Ouédraogo invited the members of the governing body of the Northern territorial community not to lose sight of the major objectives of decentralization.
For Mr. Ouédraogo, these objectives are, among others, the promotion of grassroots development and the strengthening of local governance.
Listening to him, the points which will be submitted for debate should allow a better budgetary arrangement around the main political orientations, with a view to collecting and taking into account the contributions of the members of the special delegation.
For the president of the DSR, the discussions during the session will make it possible to know the evolution of the socio-economic context, the financial trends of the region and to make budgetary proposals for the year 2024.
During the work, participants followed communications on the assessment of the implementation of the activities of the Northern Region Economic Development Project (PADER-N) and on climate change.
The regional advisors also discussed the development of the third (3rd) Regional Development Plan (PRD) of the North which is intended to be a planning instrument.
According to them, this tool highlights coherent actions to be carried out over the next five years, taking into account several aspects and the region's development constraints.
The members present validated the mandates of new members, adopted the minutes of the previous session and several draft deliberations including those authorizing the development of the third 3rd PRD 2024-2028 and the modification of the 2023 management budget forecasts, etc.
