The President of Faso, Head of State, Captain Ibrahim TRAORE chaired the Council of Ministers this Wednesday. According to the Minister of State, Government Spokesperson, Jean Emmanuel OUEDRAOGO, several files were examined and important decisions taken for the smooth running of the Nation.Under the Presidency of Faso, the Council of Ministers adopted a preliminary draft law revising the Constitution. According to the Minister of Justice and Human Rights, in charge of Relations with Institutions, Edasso Rodrigue BAYALA, this is the preliminary draft law previously submitted to the Transitional Legislative Assembly (ALT) and which was to be examined on 2 September. A major rearrangement justified the withdrawal of the said preliminary draft brought back before the Council of Ministers for examination."The fundamental reorganization which required this bill to be withdrawn and resubmitted by the Council of Ministers concerns article 36 of the Constitution which is devoted to the President of Faso," indicat ed Minister Edasso Rodrigue BAYALA.According to Article 36 of Title III of our Constitution, the President of Faso is enshrined as an institution. As such, in the exercise of the prerogatives and missions assigned to him, the President of Faso is accompanied by an administration. But this administration "is not a specific administration recognized in such a way as to allow the law to govern it and devote to it a certain stability necessary for its effectiveness to support the President of Faso in the accomplishment of his high missions", explained the Minister. Hence the innovation of providing the Presidency of Faso with a specific administration recognized to support the Head of State in his missions.On behalf of the Ministry of Civil Service, Labor and Social Protection, the council adopted a decree on the composition, organization and operation of the health committee set up by the law of 16 November 2006 on the system of prevention and compensation for occupational risks applicable to civil service a gents, military personnel and magistrates.This decree will now allow the committee to decide calmly on cases that are not listed in the table of occupational diseases, according to the Minister in charge of the Civil Service, Bassolma BAZIE. With this decree, the composition of the committee goes from 14 members to 7 and the deadline to initiate the process and decide on a file goes from one month to two weeks. This will allow more diligent processing of files submitted to the health committee.Under the Ministry of Environment, Water and Sanitation, the Council adopted a draft law on a total ban on plastic packaging and bags in Burkina Faso. According to the Minister in charge of the Environment, Roger BARO, this draft law is a revision of the law of May 20, 2014 banning the production, marketing and distribution of non-biodegradable plastic packaging and bags in Burkina Faso.This draft law grants exemptions to industrial products directly packaged in plastic. A period of six months will be granted to a ll stakeholders to comply with the new law, according to Minister BARO.Source: Burkina Information Agency
