Bittou Special Delegation Updates Population on Management and Achievements

Bittou: The special delegation of the municipality of Bittou held its accountability day on Wednesday, December 31, 2025, presenting its management report for the fiscal years 2023, 2024, and 2025 to the public. The event took place in the Bittou multipurpose hall, chaired by the Secretary General of the Boulgou Province, Yao Lalle dit Siaka, representing the High Commissioner. Attendees included representatives from various institutions, traditional and religious leaders, association representatives, and members of the Defense and Security Forces.

According to Burkina Information Agency, the president of the special delegation, Mohamed Lamine Diabate, began the proceedings by expressing gratitude to technical services, civil society, traditional and religious leaders, and the population for their ongoing commitment to local development. Mr. Diabate highlighted the significance of accountability in managing municipal affairs, noting that the event serves as a platform for dialogue to promote democratic culture and enhance citizen participation through open discussions and constructive recommendations.

The presentation covered an overview of the municipality, budget execution, investments, and major achievements over the past three years. In 2023, several projects, including school and sanitation infrastructure, renovations, and security initiatives, were completed at a cost of over 68 million CFA francs, funded entirely by the municipality's resources. These were supplemented by transfers from the Ministry of National Education, Literacy and the Promotion of National Languages (MENAPLN), the Children's Fund (FICOD), and the National Fund for Development Initiatives (FMDI).

In 2024, despite national constraints, school and administrative infrastructure projects continued using transferred resources. For 2025, investments such as school infrastructure rehabilitation, shop refurbishment, school borehole drilling, acquisition of Youth Center chairs, town hall computer equipment, school furniture, and air conditioners were completed, with ongoing projects totaling over 42 million CFA francs from internal resources.

The president acknowledged challenges such as low mobilization of local financial resources, hindering development project implementation, and insufficient human resources, affecting effective revenue collection systems. He also highlighted population and delegation expectations, including tax payment to the municipality, improved support for decentralized technical services, and capacity-building support.

The event concluded with interactive discussions, where participants expressed satisfaction with the delegation's initiative, deemed crucial for development. The head of the special delegation extended thanks to institutions, the population, and partners for their support in the municipality's development efforts.
