Ouagadougou: The Ministry of Family and Solidarity in Burkina Faso has announced that all efforts to collect resources for vulnerable individuals must now receive prior authorization and be conducted through the "D©m© Sira" platform. This decision, outlined in a statement by the Ministry of Humanitarian Action and National Solidarity, emphasizes the need for regulation in humanitarian activities across the nation.
According to Burkina Information Agency, the regulation stems from a decree adopted by the Council of Ministers on July 2, 2026, which mandates that any public appeal for solidarity or resource collection for vulnerable groups obtain approval from the Ministry of Family and Solidarity. The ministry expressed appreciation for the rising commitment among citizens, associations, and social media users in supporting vulnerable people, recognizing this as a testament to the nation's core values of fraternity and mutual support.
However, the ministry also raised concerns about some public appeals for solidarity being conducted outside the regulatory framework. It noted that certain appeals have used images, videos, or content that violate the dignity, privacy, and fundamental rights of the individuals involved. The statement reiterated the inviolability of human dignity and the necessity for all acts of solidarity to comply with existing laws and regulations.
To address these issues, the ministry is urging citizens, civil society organizations, associations, partners, and influencers to utilize the government-established "D©m© Sira" platform for any initiatives related to solidarity mobilization. Accessible at https://solidarite.gov.bf/, the platform is designed to ensure respect for beneficiaries' dignity, transparency and traceability of contributions, security of resources, and professional support for vulnerable individuals by competent social services.
The ministry further cautioned that any public appeal for solidarity that violates the current regulations could lead to sanctions for those responsible, as outlined in the governing texts.
