Burkina: MPs vote on the law on the unique electronic identification of the natural person

The deputies of the Transitional Legislative Assembly examined and adopted, Friday in Ouagadougou, the bill on the unique electronic identification of the natural person in order to enable Burkina Faso to fight against identity fraud.The Commission for General Institutional Affairs and Human Rights (CAGIDH) indicated that the adoption of this law allows the country to have a legal and institutional framework on the basic electronic unique identification of the natural person and to have an accessible, robust and interoperable identification system.According to the minister in charge of digital transition Aminata Zerbo/Sabané, this law will contribute to good control of the population in order to better plan development projects and programs.She said the government plans to enroll at least 80 percent of the population by 2026. The law on the unique electronic identification of the natural person is implemented through the Wuri project, the overall objective of which is to provide at least 85% of the po pulation of Burkina Faso with a unique proof of identity recognized by the government which facilitates their access to services.The cost of implementing the single identification system amounts to more than 48 billion FCFA, made up of a donation of more than 15 billion FCFA, a loan of more than 30 billion FCFA and a national counterpart of more than 2 billion FCFA, said those responsible for the project.According to the CAGIDH, unique identification does not replace other existing systems or means of identification which remain valid.As a reminder, the unique electronic identification of the natural person is a means of ensuring the uniqueness of the person by taking into account biometrics (fingerprints or iris, or both) associated with biographical data.It is expected that it will be awarded to any natural person located in Burkina Faso, regardless of their nationality, legal status, residence and age.Source: Burkina Information Agency
