Abuja: The special delegation of the Diabo municipality held its accountability day for the 2025 fiscal year on Saturday, July 25, 2026, to present a review of achievements, address citizens' concerns, and gather recommendations for improving local governance. The municipality reported a revenue collection rate of 100.11%.
According to Burkina Information Agency, the President of the special delegation (PDS) of the commune of Diabo, Sougrinoma Lazare Guira, welcomed the strong mobilization of the population, which he considers proof of the interest given to this accountability exercise. He indicated that a monitoring committee has been set up to ensure that the recommendations made by the participants are taken into account in future municipal budgets.
Presenting the financial results for the 2025 financial year, the PDS indicated that the municipality recorded a total recovery of 433,267,842 FCFA against a forecast of 432,786,544 FCFA, representing a recovery rate of 100.11%. Own resources reached 174,574,607 FCFA against a forecast of 131,762,682 FCFA, representing a collection rate of 132.49%. As for investments, they show an implementation rate of 99.13%.
According to Mr. Guira, these performances are mainly based on the mobilization of revenue from the exploitation of aggregates, particularly sand, thanks to better awareness among the population. Revenue also comes from the sale of stamps, water, market taxes, livestock markets, and the rental of halls and shops.
Over the past year, the municipality has invested in several sectors, including health, with the acquisition of products and equipment, education through the construction of school infrastructure and equipment, the development of shopping streets with the construction of shops, as well as water and sanitation through connection work and other improvements.
The PDS noted, however, that the security context remains the main difficulty encountered by the municipality, limiting the recovery of certain revenues and the completion of several projects, while also hindering the intervention of some partners.
The discussions allowed participants to raise several concerns, including difficulties in supplying drinking water, problems with the electricity supply to municipal infrastructure, monitoring of construction sites, strengthening of health services, improvement of educational infrastructure, securing the market, as well as better support for the agricultural and security sectors.
Civil society representative Antoine Yougbar welcomed the holding of this accountability day which, according to him, allowed the population to better understand the management of municipal resources and the use of public funds. He indicated that the major concerns expressed by citizens relate in particular to access to drinking water, the improvement of electrical installations in municipal infrastructure and the strengthening of monitoring of construction sites, while expressing confidence in the gradual improvement of these difficulties.
Sougrinoma Lazare Guira thanked the Citizenship Laboratory, a partner who supported the organization of this day, as well as the population, the supervisory authorities and the technical and financial partners. He also called on the population to continue their support for the Defense and Security Forces (FDS) and the Volunteers for the Defense of the Homeland (VDP) in order to contribute to the reconquest of the national territory.
