The municipality of Laye, in the province of Kourwéogo (Plateau-central) held on June 21, 2023, its framework of consultations whose clearance of land liabilities was on the menu of the debates. The meeting was under the direction of the prefect and President of the special delegation (PDS) of the municipality of Laye, Seydou Millogo.
For this first meeting of the year 2023, the living forces of the municipality of Laye were invited to reflect on the question of the settlement of land liabilities, latent in the municipality of laye.
The President of the special delegation (PDS) of the municipality of Laye, Seydou Millogo made the inventory to the participants at the opening of the works.
According to him, the department of Laye, which covers an area of approximately 306.31 hectares, has had only one subdivision since 1998.
Mr. Millogo specified that this operation made it possible to clear 3,007 plots.
He also explained that during the allocation process, the commission encountered difficulties on the ground, hence the cancellation of certain allocations.
According to him, there was talk, among other things, of cases of multiple allocations (same plot), cases of opposition to the identification of plots by residents in certain places and the failure to take into account the places of cults.
The PDS of the municipality of Laye also dwelt on the discrepancy between the allocation registers held by the town hall and those of the state services and taxes concerning certain land.
According to Seydou Millogo, since then, the numerous complaints and claims registered by the administration have led to the establishment of an ad hoc commission for the clearance of liabilities.
He said that the present consultation organized with the financial support of the great green wall, aims to harmonize the points of view of the actors and to identify consensual paths to resolve the crisis.
The facilitator of the day, Arsène Dabiré, for a better understanding of the issue of urban development, exchanged with the participants on the legal provisions which authorize the clearance of land liabilities, in local authorities.
Mr. Dabiré then made recommendations for the effectiveness of the commission set up, before indicating the procedure to be followed to obtain the various necessary opinions and authorizations.
The participants welcomed the approach undertaken by the special delegation and wished a successful outcome to the process, in order to allow the resumption of development activities in the town of Laye.
The president of the network of civil society organizations, Léon Sinaré expressed his availability to support the municipal authorities in raising awareness among the populations for their adherence to the process.
The representative of the chief of Laye, Zaak naba, for his part, hoped that this crisis would be resolved for the strengthening of social cohesion in the municipality of Laye.
