Ouagadougou: The Pan-African Union for Development (UDP) pleaded on Tuesday with the Ouagadougou city council for financial support to health facilities in the Baskuy health district, in order to help cover their priority needs.

According to Burkina Information Agency, the appeal was made by the UDP coordinator, Djibril Bamogo, during a workshop dedicated to analyzing the financial needs of the district's health facilities. He clarified that this contribution from the municipality should not replace other funding mechanisms, but rather promote a complementarity of resources.

"I hope that our work will be rich in lessons, but above all that it will pave the way for concrete actions in favor of more predictable, more equitable local financing and more based on the needs of the people," said Mr. Bamogo.

The UDP coordinator highlighted that the budget analysis presented at the workshop shows that the ten health facilities studied face significant annual needs, with disparities between structures and unmet needs in some of them. Data from the analysis of financial flows from January to May 2026 reveal that staff costs constitute a "major structural challenge" for the district. Eight of the ten health facilities analyzed exceed the standard by 20%, with an average of 29% for the entire district.

'Our plea is not aimed at asking the Commune to replace the State or other financing mechanisms of the health system. Rather, it aims to encourage a complementarity of efforts, so that the community can gradually contribute, within the limits of its capacity, to addressing certain priority needs of health facilities,' explained Djibril Bamogo.

He also stressed the need to link any additional funding to transparency, accountability, and good governance. "The additional resources that could be mobilized must be managed rigorously and directed towards the identified priority needs," he recommended.

The 4th Vice-President of the Special Delegation of the Municipality of Ouagadougou, Dao/Oudraogo Sidonie, representing the President of the Special Delegation, Maurice Konat, welcomed the initiative and hoped that the discussions would lead to commitments that were "realistic, measurable and monitored over time".

"Since health is at the heart of local development, we must collectively work to ensure that the priority needs of health facilities are better taken into account in planning and budgeting processes," she said. She also expressed her hope that the achievements of the initiative would be consolidated in order to contribute to improving the provision of care for the benefit of the populations of the Baskuy health district.
