Doha:Wendingoudi Louis Modeste Ouedraogo has been appointed President of the Regulatory Authority for Communication and the Processing of Personal Data (ARCOD), following a decree signed on October 16, 2026, by Captain Ibrahim Traore, the President of Faso.
According to Burkina Information Agency, Ouedraogo previously served as the President of the High Council for Communication (CSC). He now leads the newly established ARCOD, which consolidates the regulation of media and personal data protection under one authority.
The People's Legislative Assembly (ALP) unanimously adopted the bill to create ARCOD on August 3, 2026. The Minister of Justice and Human Rights, Edasso Rodrigue Bayala, presented the bill, aligning it with the revised Constitution of January 2026.
ARCOD emerged from merging the CSC and the Commission for Information Technology and Freedoms (CIL), combining the regulation of communication and supervision of personal data processing. The government views this reform as essential to adapt to the rapid digital technology development and enhance digital governance in Burkina Faso.
Ouedraogo, a lawyer by profession, was appointed president of the CSC on July 31, 2024, and assumed the role on August 2, 2024. He is an expert in digital law and regulatory policy for public network services, and he holds the title of Knight of the Order of Merit for Arts, Letters, and Communication.
