Mouhoun/Douroula Municipality Adopts Measures for Enhanced Governance

Mouhoun: Maxime Y. Bakouan, President of the Special Delegation of the Douroula municipality, presided over the first ordinary session of the year 2026 for the municipality. The proceedings focused on several major points related to the administrative management and development of the community.

According to Burkina Information Agency, the members of the special delegation of the municipality of Douroula examined and adopted several important decisions aimed at consolidating local governance and increasing momentum for municipal development for the year 2026. Under financial communications, the secretary general of the municipality, Moussa Ouattara, presented the administrative account for the 2025 financial year.

The results indicated that operating revenues were mobilized at 99.86% of forecasts, while expenditures were executed at 68.59%. For investments, revenues had an issuance rate of 106.29%, compared to an expenditure execution level limited to 20.75%, due to the requirement for prior authorizations from the central administration. The adoption of the 2025 management account confirmed these results, showing an operating surplus of 17,794,017 FCFA.

The special delegation also adopted the first amending budget for the year 2026, balanced in revenue and expenditure at 41,028,771 FCFA for the operating section and 160,104,118 FCFA for the investment section. The chairman of the special delegation reported on the creation of the Opportunity and Integration Referent service, the strengthening of municipal staff, which increased from 06 to 08 agents, and the issuance of 1,082 birth certificates, 10 death certificates, and 47 marriage certificates in 2025.

The humanitarian situation was highlighted by the presence of 1,250 internally displaced persons. Institutionally, the session elected Moussa Dieni as second vice-president of the special delegation, replacing Hilaire Dioma, and approved the establishment of an ad hoc committee of ten members to assess municipal housing development.

At the conclusion of the proceedings, the special delegation adopted resolutions including the regularization of the municipal accountant's advancement, reinstatement of the career of the head of the civil status department, and introduction of taxes on certain social events. Discussions also covered development actions such as the development of 80 hectares of lowland rice fields, school area delimitation, and promotion of vocational training in secondary schools.
