Ouagadougou: The High Commissioner of Boulgou Province, Constantin Dom¨b¨guir¨ Dabir, presided over the traditional flag-raising ceremony on Tuesday in Zabr, held at the Zabr Environmental Services building. This civic event provided an opportunity for authorities to urge the population to embrace patriotism, solidarity, vigilance in the face of inclement weather, and the adoption of good agricultural practices.
According to Burkina Information Agency, the ceremony was attended by the President of the Special Delegation (PDS) of the municipality of Zabr, Alain Boubi Bassono, the head of the Environment service, Boukary Salambr, the top officials of the decentralized state services, the defense and security forces, as well as customary and religious authorities.
In his address, the High Commissioner invited the population to fully engage in the implementation of the second edition of Civic and Patriotic Education (CPE). He indicated that this session will ultimately target new high school graduates in order to consolidate the knowledge acquired during the pilot phase.
According to him, this immersion will begin on July 27, 2026, and the new high school graduates from the Boulgou province will carry out their training in a single center located in Tenkodogo, while the official launch of the regional campaign is scheduled for July 28 in Koupla.
Constantin Dom¨b¨guir¨ Dabir called on the people to support this presidential initiative by providing, according to their means, food, equipment or financial support. 'These children we are preparing are for the good of all of us. Everyone must feel called upon and be able to contribute, in one way or another, to the success of this program,' he said.
The High Commissioner stressed that the first results of the pilot edition are already noticeable in higher education institutions, where students who have benefited from this training are showing better discipline and greater respect for their teachers.
Addressing the agricultural campaign, he invited producers to be vigilant in the face of irregular rainfall and to seek advice from technical services in order to adopt the most suitable technical approaches, including the use of short-cycle seeds when conditions require it.
Speaking first, the President of the Special Delegation of Zabr, Alain Boubi Bassono, eased the tension by using a joking relationship. With humor, he praised the "genius" of the Bissa community who, according to him, "knew how to tame the winds" to ensure a successful start to the rainy season. True to this ancestral alliance, he presented himself as the "slave" of the Bissa, provoking laughter from the audience.
The PDS then raised awareness among the population about the risks associated with heavy rains. They urged them to avoid taking shelter under trees, in flimsy sheds, or under any other structure that could collapse during severe weather. He also urged producers to stay in touch with agricultural technical services to benefit from advice that can improve their yields and strengthen the resilience of their farms.
In closing the ceremony, the High Commissioner called for national solidarity and unwavering support for the Defense and Security Forces (FDS) and the Volunteers for the Defense of the Homeland (VDP), engaged in the reconquest of the integrity of the national territory.
