Nazinon/ccr: The governor of the Nazinon region, Massadalo Yvette Nacoulma/Sanou, has made a call to action for development actors to expedite the implementation of Local Development Plans (LDPs) and adopt the National Strategy for Resilience and Stabilization of Territories (SNRST) to bolster the stability and resilience of the territories.
According to Burkina Information Agency, during the opening of the first ordinary session of the Nazinon Regional Consultation Framework (CCR) held in Manga, the governor emphasized the need to critically assess the results and recommendations from the PLD monitoring. She urged stakeholders to identify persistent constraints and agree on realistic and priority corrective measures. The session brought together technical services, local authorities, projects and programs, civil society organizations, and partners to enhance information sharing and intervention coordination to better serve the population's needs.
The governor highlighted that this initiative aligns with the SNRST's dynamic, which by 2030, aims to provide Burkina Faso with a comprehensive framework to coordinate and harmonize interventions for the stabilization and resilience of territories. The CCR is seen as a regional platform for exchanging and harmonizing interventions consistent with national, regional, and local planning documents.
The 2025 review of the development and implementation of Local Development Plans (PLDs) revealed significant gaps. Data shared with participants showed that only 25% of local authorities had a valid PLD by December 31, 2025. The implementation level of the plans was also uneven, as noted by Abdoul Aziz Maga, an advisor on territorial planning and local development. He suggested that improved budget planning and greater alignment between PLDs' priorities and the resources mobilized are essential.
In conclusion, participants at the session formulated several recommendations to enhance local planning effectiveness. These included prioritizing productive investments in LDPs and Annual Investment Plans (AIPs), aligning AIPs with strategic LDP priorities, and enhancing the technical capacities of local authorities in planning and resource mobilization. They also recommended providing local authorities with harmonized monitoring and evaluation tools and operationalizing the Technical Monitoring and Evaluation Frameworks (CTSE).
