Kadiogo/komsilga: The special delegation of Komsilga adopted, on Wednesday, a new resolution regulating the occupation of the communal public domain, including specific conditions for obtaining authorization and penalties in the event of illegal occupation. The decision was adopted on the second day of the third ordinary session of the special delegation, chaired by the president of the special delegation, Antarest Batiana.

According to Burkina Information Agency, the new rules require individuals seeking authorization to occupy public technical domains to submit a stamped application, a file, and a neighborhood agreement. Additionally, occupants must adhere to hygiene and safety standards and maintain prescribed distances from public roads.

The regulation introduces two operating zones: zone I, which includes paved areas, and zone II, comprising undeveloped parts. Penalties under the new system include a 20% surcharge for late payments and fines ranging from 10,000 to 50,000 CFA francs for illegal occupations. Current occupants have been given one year to comply with the new provisions.

The special delegation stated that the regulation aims to enhance the living environment, secure public spaces, and boost municipal revenue, aligning with budget circular no. 2025-2092. The new resolution replaces previous conflicting provisions and now serves as the reference framework for occupying the municipal public domain.
