Seno: The governor of the Liptako and Soum region, Abdoul Karim Zongo, indicated on Thursday in Dori, during the opening of the Regional Dialogue Framework (CRD), that in 2025, more than 400 activities, with a total cost of 17.918 billion FCFA, were carried out in several priority sectors, despite a difficult security context.

According to Burkina Information Agency, this first ordinary session of 2026 of the Regional Dialogue Framework (RDF) was devoted to the review and validation of three major documents. This includes the 2025 regional annual performance report, the 2021-2025 consolidated assessment of the Sahel region, and the 2026-2028 Regional Development Action Plans (PARDs) of the new Liptako and Soum regions.

Mr. Zongo stated that the achievements of 2025 concerned key sectors such as health, education, agriculture, water and sanitation, social protection, and governance. He highlighted that these efforts have yielded significant results, reflecting the resilience of regional actors in implementing development actions.

In health, the governor specified that the actions have contributed to strengthening community care, medical emergencies, as well as the fight against malnutrition and the improvement of maternal health. Regarding education, he mentioned the rehabilitation of school infrastructure, the provision of school kits, and the promotion of vocational training.

On the financial side, 17.918 billion FCFA has been mobilized out of 29.268 billion FCFA planned, representing a rate of 61.22%, while 442 out of 672 activities have been carried out, representing a physical rate of 65.77%. For the period 2021-2025, the governor indicated that 56.25 billion FCFA was executed out of 107.2 billion FCFA planned, i.e., 52.47%, with a physical rate of 57.05%.

Mr. Zongo believes that the creation of the Liptako and Soum regions opens a new dynamic. The 2026-2028 Regional Development Plans (PARD), aligned with the 2026-2030 Recovery Plan, are based on four pillars: security and social cohesion, governance, human capital, and sustainable infrastructure. Soum is planning 4.68 billion FCFA for 105 activities, while Liptako is planning 34.88 billion FCFA for 1,820 activities.

The governor called for collective responsibility and commitment from all to build resilient, secure, and prosperous territories for the benefit of the people.
