The statutory members of the Northern Regional Dialogue Framework (CRD-N) held the 2nd ordinary session of the year this Wednesday, August 23, 2023 in Ouahigouya under the chairmanship of Kouilga Albert Zongo, Secretary General of the northern region.
This second ordinary session 2023 of the regional body for monitoring and evaluation of the National Development Policy saw the presence of the majority of its members to examine and adopt the regional performance report mid-term 2023 of the PND, on the one hand , and the revised Regional Stabilization and Development Action Plan (PA_SD), on the other hand.
At the opening ceremony of the session, Kouilga Albert Zongo, Secretary General of the North region, invited the members to contribute to the improvement of the various reports.
The Governor's representative did not fail to highlight the mid-term underperformance noted, moreover, attributable to the security situation, the late start of activities, the difficulties related to procurement and budgetary regulation.
He invited the members to adopt a proactive stance in order to serve the populations with quality services.
It is through communications that the Technical Secretariat of the CRD under the leadership of Polycarpe Naré, the new Director of Economy and Planning for the North, informed the members of the action plan for the stabilization and development of the region. and the 2023 mid-term performance report.
As of June 30, 2023, the region recorded a physical rate of 28% of national development policy activities and a financial execution rate of 26%, or about 3 billion CFA spent on a projected budget of 11 billion CFA this year. which constitutes a decrease in the execution rate compared to 2022.
The exchanges resulted in the validation of the Regional Stabilization and Development Action Plan (PA_SD) 2023-2025 at 27,207,147,175 FCFA.
The contribution of technical and financial partners through development projects and programs constitutes the bulk of investments.
On the occasion of this session, the members also examined and adopted the mid-term regional performance report, the updated regional action plan for the transition of the North region and considered the difficulties encountered before formulating recommendations for an effective implementation of the regional PA_SD.
As recommendations, members were asked to go through the channel of the High Commissions in the event of non-transmission of data, the abolition of activities mortgaged by budgetary regulation, humanitarian assistance to municipalities which receive internally displaced persons. In outlook for the second half of 2023, the adjusted programming amounts to 18,866,930,651 FCFA on all four pillars of the transition.
For an effective implementation of this plan, the regional authority has requested the commitment of all development actors in the region as well as all technical and financial partners.
